At the end of a lease in Belgium, tenants must return the property empty of their belongings and in the condition described in the move-in inventory, apart from normal wear and tear. A cleared, cleaned home and a jointly signed move-out inventory are the best way to recover your rental deposit without a dispute. Here are the rules in Brussels, Flanders and Wallonia, with a full checklist.
What does a tenant have to do at the end of a lease?
Tenants must vacate the property completely, leave it clean and in the condition recorded at move-in, except for normal wear and ageing, and return every key. The principle is the same in all three regions, even though residential leases now fall under separate rules in Brussels, Flanders and Wallonia.
In practice, "vacate" means that no furniture, boxes, belongings or rubbish of yours may remain: not in the flat, nor in the cellar, loft, garage box or garden. Anything you leave can be removed by the landlord at your expense, and that cost is often deducted from your deposit.
Furniture supplied by the landlord in a furnished let stays, of course, in the condition shown in the inventory. If you took over furniture from the previous tenant without the landlord's written agreement, assume it is yours and that it has to go.
Notice period: when should you start planning?
As soon as you give notice: a tenant normally gives three months' notice, which leaves enough time to sort, clear, clean and arrange the move-out inventory. Depending on the type of lease, its duration and the region, compensation may be due if you leave during the first years; check your contract or ask a tenants' association for advice.
A simple countdown:
- Three months before: send written notice, ideally by registered post; start sorting.
- One month before: book the move and the clearance of anything you are not taking; propose an inventory date to the landlord.
- Two to three weeks before: apply for a parking reservation if a van or furniture lift is needed.
- The final week: clearance, minor tenant repairs, full clean.
- The last day: move-out inventory, meter readings, key handover.
Never schedule the cleaning before the clearance: removing furniture always leaves dust and marks. The ideal order is move, clear, repair, then clean.
How does the move-out inventory work?
The move-out inventory (état des lieux de sortie / uittredende plaatsbeschrijving) compares the property room by room with the move-in inventory; only damage beyond normal wear and tear can be charged to the tenant. A detailed move-in inventory drawn up jointly is mandatory in Belgium. A move-out inventory is strongly recommended, because it records in writing what the tenant is, or is not, held responsible for.
It can be done amicably by landlord and tenant, or by an independent expert appointed by both, each usually paying half the fee. The property must be completely empty: you cannot assess a floor or wall hidden behind a wardrobe.
- Re-read the move-in inventory beforehand and note any sensitive points.
- Take your own dated photos, room by room, once the property is empty and clean.
- Don't sign anything you disagree with: add your comments in writing.
- Have the meter readings and the number of keys returned recorded.
The line between normal wear and damage is the main source of disputes: a slightly dulled parquet after years of occupation is wear; a burn mark or large stain is damage.
Rental deposit: what are the rules in Brussels, Flanders and Wallonia?
A rental deposit held in a blocked bank account is capped at two months' rent in Brussels and Wallonia, and at three months' rent in Flanders for leases signed since 2019. It is released to the tenant with the written agreement of both parties or, if they disagree, following a decision by the justice of the peace.
| Region | Cap on a blocked account | Worth knowing |
|---|---|---|
| Brussels-Capital | 2 months' rent | For leases signed or renewed since 1 November 2024, the deposit must be released within two months of the keys being returned, unless there is a dispute |
| Flanders | 3 months' rent | If there is no agreement and no court action within a year of the lease ending, the deposit goes back to the tenant |
| Wallonia | 2 months' rent | Other forms (bank guarantee, CPAS) may have a different cap |
Outside that Brussels case, there is no general legal deadline for returning the deposit; in practice it is often released within a month of the inventory if everything is in order. A cleared, clean property with a move-out inventory free of remarks is the fastest route to getting your full deposit back.
Clearance: what do you do with furniture you are not taking?
Anything you are not taking must be donated, removed or recycled before the inventory; a professional clearance company handles it in one visit. This is typical for expats leaving Belgium, students at the end of their stay, EU staff on rotation or couples moving in together.
You have several options, which can be combined depending on volume and time:
- Donate: reuse charities (for example Les Petits Riens, Oxfam, Terre or the Kringwinkel network in Flanders) accept furniture in good condition, sometimes with home collection, though waiting times vary.
- Municipal collection: in Brussels, Bruxelles-Propreté / Net Brussel offers households a bulky-waste collection by appointment; in Flanders and Wallonia, the inter-municipal waste companies have their own schemes. Volumes and lead times are limited.
- Professional clearance: Sparkling Services removes everything in one go, donates what can be reused and recycles the rest through suitable channels (recycling parks, sorting centres). The value of resaleable items is deducted from the price, and we leave nothing behind.
If the flat is on an upper floor without a lift, or the van has to stop in a busy street, we apply to the municipality for the parking reservation or road occupation permit.
End-of-tenancy cleaning: how clean is clean enough?
The property must be returned clean, at least as clean as at move-in; some leases require professional cleaning, so check your contract. A thorough clean prevents the landlord deducting expensive "restoration" costs.
The points most often raised at move-out inventories:
- kitchen: oven, hob, extractor hood and filter, inside the cupboards, fridge defrosted and left open;
- bathroom: limescale on taps, grout, shower screen, drains;
- windows, frames and sills;
- floors, skirting boards, doors, switches and sockets;
- cellar, loft or storage box: empty and swept.
Sparkling Services offers end-of-tenancy cleaning together with the clearance: one team, one appointment, and a property ready for the move-out inventory.
How much do end-of-tenancy clearance and cleaning cost?
The price depends on the volume to remove and the surface to clean, minus the value of reusable items: depending on the contents, the clearance can be free, we can pay you the difference, or you pay a fixed price on quotation. The survey visit or photo-based estimate is free and the quote is fixed, VAT included.
What affects the price: how much furniture needs dismantling, the floor and whether there is a lift, the distance to the van, what is stored in the cellar or loft, and whether a full clean is added. Booking clearance and cleaning together is usually simpler and quicker than coordinating two companies.
It is also worth weighing that cost against what is at stake: if the landlord withholds part of your deposit to remove belongings or pay for cleaning, you often end up paying more and waiting months for the balance. A smooth, clean handover is usually the sensible choice financially as well.

Frequently asked questions
Is professional end-of-tenancy cleaning required in Belgium?
Not necessarily. The general rule is to return the property clean, at least as clean as at move-in. Some leases do require professional cleaning, so check your contract. A thorough clean helps you avoid deductions from your rental deposit for restoration work.
What happens if I leave furniture in the flat?
The landlord can have it removed at your expense and deduct the cost from your deposit. Unless you have a written agreement with the landlord or the next tenant, everything that belongs to you must be gone before the move-out inventory, including from the cellar and loft.
How long does it take to get a rental deposit back in Belgium?
It depends on the region. In Brussels, for leases signed or renewed since 1 November 2024, the deposit must be released within two months of the keys being returned, unless there is a dispute. Elsewhere, the deposit is released with the written agreement of landlord and tenant, often within a month of the inventory if all is in order. If they disagree, the justice of the peace decides. In Flanders, the deposit returns to the tenant if there is no agreement or court action within a year.
Is a move-out inventory compulsory?
The move-in inventory is compulsory; a move-out inventory is strongly recommended because it records in writing any damage chargeable to the tenant. It takes place in an empty, clean property, either amicably or with an expert chosen by both parties.
Can you clear and clean on the same day?
Yes. For most studios and flats, clearance and cleaning can be done in one day or over two consecutive days. You receive a single fixed quote and the property is ready for the move-out inventory.
